The PSDC is managed by a Management Council, comprising 11 elected and 4 appointed office bearers and 7 ex-officio members.

Elected Office Bearers The 11 elected office bearers are usually CEOs or very senior personnel of Founder and Full member companies. The office bearers are elected annually at the Annual General Meeting to hold office as Chairman, Deputy Chairman, Vice Chairmen and Committee Members. This current set-up of the Management Council has been reviewed to enable the Council to be strategically involved with the growth of PSDC. The 4 Executive Committees (Exco) as shown in the structure above were formed to ensure a better communication between the Management Council and the PSDC Team. This is to better position the Management Council for decision making and to help resolve conflicts when they arise. The MC Excos will meet on a monthly basis to review PSDC’s performance and will report to the Management Council during the quarterly meetings.

Under each of the MC Exco, there are various sub-committees which carry out different responsibilities such as the Training Committee and many others. Among its many tasks, the Training Committee prepares yearly training calendars of courses to be conducted. These representatives also evaluate and obtain feedback on their effectiveness. As a result, PSDC's training reflects the needs of the industry and its courses are able to figure prominently in member companies' annual training plan.

Mr Ooi Boon Chye
Mr Ooi Boon Chye 

Mr Ooi Boon Chye is responsible for all of Avago's worldwide manufacturing operations, including supply chain and supplier relationships, product testing, IC packaging activities and corporate quality. He is based in Singapore and Penang.

He was the Senior Vice President of worldwide operations at Xilinx before he joined Avago in 2009, where he was responsible for worldwide manufacturing operations.

Prior to that, he was the Vice President of Operations for Intel's Corporate Technology Group and Vice President and GM of Intel's OEM Products Division (OPD).

 

Mr Yew Tian Tek 
Mr Yew Tian Tek

Mr Yew Tian Tek is the Managing Director/Asia Lead of Motorola Solutions Malaysia Sdn Bhd responsible for total operations of Integrated Manufacturing, R&D and Distribution Centre for two-way radios, wireless broadband communications systems, accessories and energy products in Malaysia.

He was awarded the prestigious Motorola Science Advisory Board Associate in 1990 and subsequently selected as the top 50-talent pool under the Motorola CGISS (Commercial, Government & Industrial Solutions Sector) in 2002.

He is the Chairman of the Exco Strategic Business Development at the PSDC.

 

Dato' Teh Yong Khoon
Dato' Teh Yong Khoon 

Dato' Teh Yong Khoon is the Chief Executive Officer of EngTek Group, a regional manufacturing powerhouse in the precision engineering manufacturing and technology industry. Upon his graduation, he joined his
family business, Eng Hardware Engineering Sdn Bhd, a subsidiary of Eng Teknologi Holdings Bhd.

He is responsible for the Group's manufacturing operations located throughout the Asia Pacific Region.

He chairs the Exco-Establishment and is a member of the Exco SME/Local Industry at the PSDC.

 

Dr Juergen Schloesser
Dr Juergen Schloesser 

Dr Juergen Schloesser joined B Braun Penang in 2009 as Vice President of Production where he is in charge of production and pharmaceutical, medical, satures products, surgical instruments,R&D, quality management, safety, engineering and facilities management.

Prior to that, he managed a business unit in Siemens Belgium NV, Brussels from 2006-2008. He has vast experience in the manufacturing industry and has a record of accomplishments in Technical Sales, Project Management, and Business Development in international and multicultural environment.

He is a member of the Exco-Operations and Exco-SME/Local Industry Development at the PSDC.

 

Datin Rohana Weiler 
Datin Rohana Weiler

Datin Rohana Weiler is Vice President of Agilent Technologies Human Resources Operations in Asia Pacific. She has held this position since April 1999.

Her two recent appointments have been in Hewlett-Packard as Asia Pacific Staffing, Relocations and Diversity Manager which she held for 18 months and as Human Resources Manager for Hewlett-
Packard Malaysia, a position she held for 14 years.

Throughout her career in these prestigious global companies, she has been involved in strategic partnership with the businesses to deliver HR services.

She is a member of the Exco-Operations at the PSDC.

 

Dato' Tan Yew Thong
Dato' Tan Yew Thong 

Dato' Tan Yew Thong is presently the Managing Director of his family-owned company, Leong Bee & Soo Bee Sdn Bhd, a manufacturing/trading company specializing in cutting and abrading tools.

A registered Professional Engineer in Malaysia and Singapore, he is a member of the Institution of Engineers in Singapore and in Malaysia. He has worked with General Electric in Utica, New York as a Design Engineer; and at Smith Corona in Singapore, in various Design/Production Engineering Management functions.

He is the Chairman of the Exco-SME/Local Industry Development at the PSDC.

 

 

Mr Billy Ooi 
Mr Billy Ooi

Mr Billy Ooi is the Chief Executive Officer of AIC Corporation Berhad, a company listed on Main Board of Bursa Malaysia and also Non-Executive Director of Jotech Holdings Berhad.

He was appointed to the Board of Directors of AIC Corporation Berhad on 20 August 2008 and he has been on the Board of Directors of Jotech Holdings Berhad since 30 April 1997. He is also the founder and current President of Prodelcon Sdn Bhd.

He is a member of the Exco-SME/Local Industry Development at the PSDC.

Mr Neoh Soon Ee

Mr Neoh Soon Ee graduated from the National University of Singapore with a degree in Mechanical Engineering. He joined AMD as Corp Vice-President in 2006, and has since been reassigned to AMD Penang where he serves in Factory Management, overseeing leading-edge technology introduction as well as state-of-the- art Factory Automation introduction for Technology and Productivity Improvements.

An engineer by training, Mr Neoh has vast experience in the Wafer Fabrication industry, with specific expertise in Back-end Assembly and Test and Semiconductor Outsourcing functions.

He is a member of the Exco Strategic Business Development at the PSDC.

 

Robin
Mr Robin Martin

Mr Robin Martin is Vice President of Technology & Manufacturing Group, General Manager of Assembly Test Manufacturing and Managing Director of Intel Malaysia. He is responsible for co-managing Intel's assembly and test operations worldwide, which includes facilities in Costa Rica, Malaysia, China, and Vietnam. He joined Intel Corporation in 1984 as a product engineer of Microcontrollers.

Mr Martin received his Bachelor's Degree in Electrical and Systems Engineering from Southern Illinois University.

He is a member of the Exco-Strategic Business Development and Exco-Operations at the PSDC.

Dr Roland Mueller

Dr Roland Mueller, Managing Director of OSRAM Opto Semiconductors (Malaysia) Sdn Bhd since 1 Feb 2012, oversees OSRAM Penang, which is a leading developer and manufacturer of LEDs and Laser equipment and components.

He holds a Master of Business Administration (MBA) in Management from University of Applied Science, Deggendorf, Germany, and a PhD from Technical University, Munich, Germany, specializing in laser devices for telecommunication networks.  Dr Mueller has extensive experience in the planning, development and marketing segments of the semiconductor industry.

He is a member of the Exco-Establishment and Exco-Operations at the PSDC.

Dr Harald Dirsch

Dr Harald Dirsch is Commercial Managing Director of Bosch Car Multimedia plant in Penang, a facility with approximately 1,000 employees, producing automotive information systems and providing electronic manufacturing services.

With a Doctorate in Economics, Dr Dirsch started his career with Bosch in the Car Multimedia division headquarters in 1999.  His portfolio was in Controlling and Logistics before he was appointed as the division head of IT & Organisation in 2002. He then worked in two other Bosch locations in France and Portugal as head of Controlling/Finance before becoming Car Multimedia Division Vice-President - Logistics in 2008.

He is a member of the Exco Strategic Business Development at the PSDC.

Mr SK Fong 

Mr SK Fong is the Vice President of R&D and Managing Co-Director of Altera Corporation Sdn Bhd. He graduated from University of Technology, Malaysia with degrees in Electronics Engineering and Computer Engineering, and post-graduate research experience in VLSI design and semiconductor device physics. He also holds an MBA from a joint program by Shanghai Fudan University and Washington University in St. Louis.

As the Vice President of R&D, he manages around 500 design engineers and is responsible for advanced FPGA development including IC design, software development, IP development, and Soft IP development.

He is a member of the Exco Strategic Business Development at the PSDC.

Mr Chim Weng Tuck

Mr Chim Weng Tuck is the Chief Operating Officer of Dynacraft Industries Sdn Bhd.

A qualified engineer by training, he holds degrees from the University of Salford and Queen Mary College, University of London, UK.  Mr Chim’s professional portfolio covers work experience in R&D and maintenance engineering as well as management in the areas of engineering production, testing, and assembly.

Before joining Dynacraft Industries Sdn Bhd in September 2011, he was employed at Carsem Malaysia Sdn Bhd and Fisher Controls Limited, UK.

He is a member of the Exco-Establishment at the PSDC.

 

  Mr Oh Kean Cheong 
Mr Oh Kean Cheong

Mr Oh Kean Cheong joined Seagate in 1992 as Engineering Manager and was in charge of all process transfer from the US to the Penang Operations. In 1997, he was promoted as the Executive Director of the Engineering Department.

Today, he is the Vice President of Seagate Penang, which also oversees Seagate's Asia Slider Operations both in Penang and Korat, Thailand. Under his leadership, Penang Seagate received a US patent for an innovative slider process.

He is a member of the Exco-Operations and Exco-SME/Local Industry Development at the PSDC.
